The gender leadership debate needs more than a headcount
The UN’s September agenda previews a September 17 Gender Snapshot release focused on leadership and women’s political participation.
Counting seats provides an important starting point, but influence also depends on committee roles, decision-making authority and access to resources. A headline percentage can conceal differences between levels of government or between elected and appointed positions. Readers benefit when these distinctions remain visible.
Ask what the denominator includes
Does a statistic count national parliaments, local councils or cabinet positions? Is it a current snapshot or an average over a year? Different definitions are not necessarily wrong, but they should not be combined as though they describe the same group.
